He’s a doll that the owner customized herself. She probably couldn’t find a longer wig that she thought would make the doll look more like Bill.
Either that or the wig was too expensive. She might change the hair in the future.

We make them also, but ours look a lot different, I have seen the one from Russia, they use a Dolfie, its really a large doll, but it depends on the doll that you use.
